新世紀素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）發(fā)展的藍圖——就“新世紀素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）工程”訪教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）部有關(guān)負責人

國務院最近批轉(zhuǎn)了教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）部《2003-2007年教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）振興行動計劃》。在這一計劃中，提出要實施“新世紀素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）工程”。它勾畫了包括德育、課程改革、考試評價制度以及幼兒教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）、特殊教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）、學校體、衛(wèi)、藝等方面的發(fā)展藍圖。在新振興計劃頒布之際，記者就“新世紀素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）工程”問題，采訪了教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）部基礎(chǔ)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）司有關(guān)負責人。

記者：新世紀我國實施素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的根本宗旨是什么？它與“跨世紀素質(zhì)工程”是什么關(guān)系？

答：全面推進素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)），作為全面貫徹黨的教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）方針、深化教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）改革的根本性任務，近年來擺到了廣大教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）工作者面前。素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）思想正逐步深入人心，廣大教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）工作者推進素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的自覺性不斷增強，在理論和實踐上進行了認真的探索，教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）教學改革不斷深化。但是從總體看，素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）的成效還不夠明顯，有待進一步加強。在2000年的《教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）振興計劃》中，就提出了實施“跨世紀素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）工程”。我們應該看到，素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）是一項長期的任務，需要不懈的探索和不斷的努力。新的教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）振興計劃再次提出實施“新世紀素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）工程”，體現(xiàn)了黨和國家對提高全民族素質(zhì)的高度重視和堅強決心。在新世紀里，素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）要“承上啟下”，面向全體學生，促進學生全面發(fā)展，在繼承以往成績的基礎(chǔ)上創(chuàng)新創(chuàng)優(yōu)，做實做好。

記者：“新世紀素質(zhì)教育（www.xfhttp.com－雪風網(wǎng)絡xfhttp教育網(wǎng)）工程”中把弘揚和培育民族精神作為德育的重要任務，請談談當前中小學德育工作情況。

答：十三屆四中全會以來，特別是2000年全國中小學德育工作會議后，各地在提高新時期中小學德育工作的針對性、實效性和主動
